Turkey has a long and serious tradition of artisan glasswork — this piece is part of a wave of Turkish reproduction cameo glass that emerged in the 1990s, produced by sandblasting through stencils to achieve the layered floral effect. Not to be confused with antique cameo glass (which was acid-etched by hand and commands very different prices), but genuinely lovely in its own right and very well executed. The original manufacturer sticker is still on the vase: "Cameo Crystal, Hand-Cut, Made in Turkey."
