Dressed in a long coat and carrying a brown sack of toys, he's hollow blow-mold plastic with a deliberately distressed, antiqued finish.

Blow-mold Santa figures with an intentionally antiqued, "Old World" finish were a popular novelty style in the late 1970s, designed to look like older folk-art Santas despite being made from modern plastic.
