Within a few years, Pier 4 was one of the highest-grossing restaurants in the country, drawing presidents, celebrities, and Boston's political elite to a dining room that overlooked the harbor on three sides — along with a devoted following for its complimentary popovers, served tableside from a basket with tongs.
